After I highlighted the danger, Openreach has put a barrier around a broken access cover in the pavement at the junction of Holburn Road and Irvine Place. 

I have asked that the broken cover is replaced as soon as possible.

It seems likely that the cover was broken by cars or other vehicles being driven over it. Access covers in pavements ae not designed to cope with the weight of cars or larger vehicles. Driving over these access covers damages them and potentially puts pedestrians at risk of falling through a broken or weakened cover.
